eCitizen: where most Kenyan paperwork starts.

Kenya's government services portal is the first step for a passport, a driving-licence renewal and more, from anywhere in Canada. Here's what we could confirm on official pages, and where to ask about the rest.

Last checked October 20, 2026. Rules change, so confirm on the linked page before you go or pay anything.

1. What eCitizen is

eCitizen is the Government of Kenya's online portal for applying and paying for government services. Its address is ecitizen.go.ke. Check the address before you sign in or pay: official Kenyan government sites end in .go.ke.

2. Setting up your account

The High Commission's first step for a passport is simply to create an eCitizen account if you don't have one. Have your Kenyan ID and passport details to hand. eCitizen's own help pages couldn't be reached when we checked, so we can't yet tell you whether a Canadian phone number works for the sign-up codes. If you get stuck, ask eCitizen support (below).

3. Services Kenyans in Canada use

Passport
Apply and pay on eCitizen, then hand in your documents in person at the High Commission in Ottawa. See our e-passport guide. (Department of Immigration)
Driving licence renewal
Kenya's National Transport and Safety Authority lists renewal of the smart driving licence as a 3-year licence, processed in 5 working days. The High Commission says an expired licence can be renewed online through eCitizen. See our driving in Ontario guide. (NTSA)
Birth and death certificates
The Civil Registration service takes applications and payments through eCitizen. From Canada, a duplicate birth certificate or a birth registered abroad goes through the High Commission by mail. See children born in Canada. (Civil Registration Services)
Authenticating documents
Kenya's Ministry of Foreign Affairs authenticates documents such as academic, birth, marriage and police certificates through its eCitizen service. The High Commission then handles the Canadian side for CAD $20 per document. (Foreign Affairs on eCitizen · High Commission, legalization)

Police clearance (certificate of good conduct) from Canada goes through the High Commission by mail. See our police clearance guide.

4. Tips from the High Commission

  • Upload document scans as pictures (.jpeg or .png), not PDF or Word files.
  • For a passport, print the Form 19 you filled in online and the eCitizen payment invoice, and bring both to your appointment.
  • Fees on eCitizen are shown in Kenya shillings.
